They get most of their income from the basic income bildings that can be built in any major and minor settlement while their high tier buildings only add an insignificant ammount on top of that. Issue is, their current economy doesn't support that at all. With corruption's (supossed) defensive properties and slow increase, very expensive buildings and their unit distribution by building tier, VC are intended to "play tall" and expand relatively slowly. It has no Idea on wether Raise the dead is supossed to be it's main recruitment method (in which case VC buildings need a complete redesign in order to support that), just complementary to normal recruitment, or alternative to global recruitment (In those two cases it should be toned way back as to not overshadow the recritment buildings utility).

Right now VC's designed is just confused on this regard. The penalties from low corruption are insignificant and it grows by itself just fine without any imput from the player, driving all other mechanics into overdrive but being, as it's always been, pretty useless in it's intended role as an additional layer of defense, since the IA ignores most attrition and cities are close enough that you rarely need to end your turn on open field. As has been said you can pretty much ignore it. They are in dire need of a rework.įirst off, corruption.
